Biography
General Melgren is the commanding General of all Navarrian military forces and is bound to the black dragon Codagh. His Signet, Battle Foresight, allows him to see the outcomes of battles before they happen, though he cannot predict when exactly they will occur.
He played a key role in Fourth Wing, where he officially recognized Violet Sorrengail’s unprecedented bond with two dragons, declaring it valid under dragon law. In Iron Flame, he foresees a devastating battle at Samara and leads the Navarrian military to prepare; when Venin attacks Basgiath, he returns to defend the college and later negotiates with the Revolution’s riders for cooperation after the battle.
Personality-wise, Melgren is often cold, calculating, and ruthless: he doesn’t shy away from executing or interrogating when he deems it necessary.
Physical Description
General Melgren is described as having beady, calculating eyes and a sharp, hawkish nose. His demeanor is so severe that he seems to wear rage as naturally as part of his uniform.

As with all riders, Melgren can wield lesser magic once his dragon channels through him. This enables him to open doors without touch, move with enhanced speed, manipulate mage lights, power ink pens, and inscribe runes.

Battle Foresight: Melgren’s unique signet grants him the ability to foresee the outcomes of battles before they occur. However, he cannot determine the exact timing of these events. His foresight is also ineffective in battles involving three or more individuals marked with Rebellion Relics, as the combination of their runes and Codagh’s dragonfire disrupts his power.
